US trade negotiating authority

Office of the United States Trade Representative (USTR)
USTR negotiates all trade deals at the bilateral, regional and multilateral levels. There is a formal system in place for federal-state consultations on trade policy.
The Inter-Governmental Policy Advisory Committee (IGPAC)
IGPAC is a committee of state and local government officials established by Congress to advise USTR.
